Repair – VOQ Corral Property

OBJECTIVE: The objective of this project is to make repairs and improvements to the Questa Livestock Corral and property located off of SR 522.

 

Scope of Work:

 

  • Re-anchor and straighten the corral panels
  • Weld and fix all gates inside the corral
  • Complete all necessary repairs to the squeeze shoot
  • Complete all necessary repairs to the well and pump
  • Repair loading shoot

Each item listed above must be accompanied by the bidders estimated cost to repair with the bidders understanding that he/she will be responsible for providing all materials, equipment, labor etc. for total completion of the project.

 

Anyone wishing to submit a bid may do so in person at the Village Hall, 2500 Old State Rd. 3, Questa New Mexico, or by mail at PO Box 260, Questa, NM 87556. JOB ANNOUNCEMENT

 VILLAGE ADMINISTRATOR

 

The Village of Questa is seeking a Village Administrator. This is an at-will management position under the direct supervision of the Mayor with policy oversight by the Council. The Administrator shall manage the daily affairs of the Village, supervise the staff, assist with policy making decisions, advise the Village Council, and perform any and all duties normally delegated by a municipality to its Village Administrator. Qualifications include a degree in Business Administration or some other field allied with municipal administration, plus two years experience in one of such fields in an administrative capacity; or, a minimum of two years of a college education and at least two years of experience in governmental administration in an executive capacity in municipal government.

QUESTA POLICE DEPARTMENT

MINOR CURFEW

EFFECTIVE IMMEDIATELY

Effective immediately, a minor curfew will be in place as of March 7th, 2017 within the Village of Questa. Due to recent criminal damage to property and vandalism the Questa Police Department and Village of Questa have placed a minor/juvenile curfew in effect. This is to ensure the safety of all juvenile members of the community. Some members of the community have expressed vigilance and stated that trespassers on their property can and will be harmed, in order to safeguard their family and property. In order to ensure the safety of our minors this curfew is being set in place, EFFECTIVE IMMEDIATELY. (Per Village of Questa Ordinance No.1966-07 / 1969-25.

Evening Curfew

  • 9:00 p.m. to 6:00 a.m. any night — People under 18 years old subject to detention and fine, and not limited to citation of parents. All minors under the age of 18 must be accompanied by a parent/guardian after 9:00 p.m.
  • Exceptions are as follows:
  • Minors accompanied by a parent or guardian;
  • Minors traveling to or from work;
  • Minors attending official school or religious events;
  • Emergencies

Today heavy snows are expected, up to 10 inches accumulation through-out the day.

Water in the storage tanks is being maintained at or above 85% capacity during the day with little fluctuation even during peak usages times. All pressures in the majority of the system are holding as well as being checked frequently.

The day began with approximately 25 homes still without water. This has currently been reduced to approximately 5. This is due to the opening of lines in the Lower Embargo and Hunts Rd areas.  This has raised the percentage of homes with water service to approximately 99.34%.

The only remaining areas that are without water are a small section of Old Red River Road as well as a section on the east side of Hwy 522 in front of the dollar store. These areas are currently being assessed and isolated for leaks that are believed to exist.

Two above ground storage tanks with pressure pumps are en route and will be placed at both the elementary school and high school. Crews are on standby to get these operational and serve as a backup system for these schools.

Residents should be aware that as lines are charged during the day, some areas will notice a temporary fluctuation in pressure.

The boil water advisory will remain in effect until released by NMED. The Village will make an announcement when the advisory is lifted.

Hours of water distribution will be daily from 8:00am – 5:00pm at the Village of Questa Administrative Offices.

 

 

 


Questa Water Emergency Information

The Village of Questa is continuing to work on the water outages that have been affecting the majority of the Village.   Overnight there were substantial gains in water storage, all pressures held and were checked every 3 hours. Pressures on North areas of Village continue to stabilize and hold.  Pressures at the High School hydrant continue to climb and stabilized.  At 8am this morning the tank  was at approximately 275K gallons which now provides an adequate reserve storage to begin to slowly and methodically backfill additional lines and provide more areas of the Village with water service.  This is another major step in bringing the system back to operating equilibrium.

Today’s work goals are to bring the homes and businesses along Hwy 522 and Embargo road back into service. We will be checking all pressure fluctuations and flows, monitoring for leaks and correcting valve adjustments. We will also continue repairs of valves along North Kiowa above Hwy 38. Once repairs and checks are complete and Hwy 522 and Embargo road are back into service we will bring the homes within this zone back into service. Pressure fluctuation and flows, monitoring for leaks and correcting valve adjustments will continue throughout this project.

 

We will continue to the search for the suspected major breach(s) along the river on the far side south of the Village. Lines are cautiously being back filled and recharged isolating and identifying the damaged lines and valves.  Unfortunately several homes along the river will continue to be without water through the long weekend but we are working our hardest to resolve this.

 

We thank the community for adhering to the water use “curfew” last night. The gain in the amount of water in the tank this morning is very encouraging. Please continue with the “curfew.”

WATER UPDATE  12/30/2016

The Village of Questa is continuing to work on the water outages that have been affecting the majority of the Village over the past several days.  As of today 12/30/2016 we have been able to restore normal water flow and pressure to the majority of residents above Highway 38.  Our wells are continuing to produce approximately 200 gpm and the majority of that water is moving through the system and filling empty water lines.  It is our estimate that there is approximately 1,000,000 gallons of water needed just to recharge the system.  We will need an extra 500,000 gallons of water to begin to gain levels in the water tanks.

 

The Village is taking a very slow and systematic approach to recovering from this water emergency as to not tax our system underground creating undue pressure on the system and causing additional problems and or leaks.

 

In order for us to expedite the recovery process we are asking all citizens in the Village to minimize usage of water until the system is completely full.  As you can imagine the more water you use daily the longer it takes our system to recover to a point of balance.

 

We are requesting that you refrain from using water from 8:00pm to 6:00am daily in an effort to help our water system recover much faster overnight.  Your conservation efforts could mean the difference between being fully recovered in the next 5 days to pushing that back 7-10 additional days.

 

We appreciate everyone’s patience in this event and can assure you that we are working as fast as possible to get our water system back on line.

December 27, 2016     5:00 p.m.

 

The Village of Questa is continuing to distribute water through the lines. We are currently pumping up to an average of 200,000 gallons in a 24 hour period.  However, our consumption of this water is prolonging the recharge to take effect.  If you are experiencing a sudden loss of water, it is due to the high demand and the absence of pressure.  We are asking those of you who currently have water to please conserve to allow the system to fully recharge in order to get water to all households.

***This will have to be a community-wide effort***.

We are filling the system from the lowest point of town to the water tanks. This process will take time to charge lines that have been empty for 22 days.  Staff has been and is currently monitoring the system and making adjustments.

The boil water advisory will remain in effect until released by NMED. The Village will make an announcement when the advisory is lifted.

Hours of water distribution will be daily from 8:00am – 7:00pm at the Village of Questa Administrative Offices.

VILLAGE OF QUESTA WATER EMERGENCY

 

December 23, 2016     5:00 p.m.

 

Village of Questa staff made small changes to the water system allowing for us to supply more volume to the east side of Cabresto. This, in turn, will start increasing pressure throughout town.  Through this process we will have water going up to the tank (which will create the master pressure zone required in the system).

Water will be slowly introduced to the 30,000 gallon tank on East Cabresto and, depending on pressure readings, we will adjust valves in town which will increase the volume without losing the pressure zones that have been established.

Please be patient. Although we realize this has been taxing on everyone, this is the proper way to help us determine if there are major leaks in a certain area.  Also, please help us by keeping a lookout and reporting any flowing water where there should be none.

The boil water advisory will remain in effect until released by NMED. The Village will make an announcement when the advisory is lifted.

For those residents who were unable to pick up water for the weekend, the Administrative Offices will be open tomorrow (Saturday, December 24th) from 8:00 a.m. through 5:00 p.m. for bottled and non-potable water.  Public Works staff will continue working the system tomorrow.   *We will close on Sunday, December 25th to allow staff and volunteers to spend the holiday with their families.*

December 22, 2016 3:00 p.m.

The Village of Questa continues with the charging of our municipal water system. Pressure continues to build throughout the system and we are hearing from customers that they are beginning to receive some water.  The system is charging very slowly; as of 5:00 p.m. people on Cabresto Road north of North Kiowa road are receiving water.  Crew is slowly opening valves which is allowing the system to pressurize throughout multiple zones.

If you have water, and all of a sudden you don’t, it is due to the pressure reducing valve opening to the next zone. Since we are doing this in a slow process (with no tank pressure) we are predicting that it will recover as we are experiencing at Town Hall when the valve opens.

As the system continues to charge please limit the use of your water to what is necessary since excessive use prolongs the recharging process.

Some homes and business may experience a large amount of air in their water line. The Village recommends purging the system by opening tub faucets and allowing the air to flow out until water flow is normal. Residents may also notice a discoloration of the water. This is due to low water pressure in the lines that allowed sediment to collect. It will clear out as the lines are purged.

The boil water advisory will remain in effect until released by NMED. The Village will make an announcement when the advisory is lifted.

The Administrative Offices will remain open through Friday, December 23rd for bottled and non-potable water.  Residents can pick up water to carry them through the holiday weekend (through Sunday).  We will reopen Monday to distribute additional water if needed.

December 21, 2016 3:00 p.m.

The Village of Questa received the required approvals from NMED to distribute water, on a temporary basis, from the new well into the system with the understanding that the permanent connection will occur after the holidays. This morning, crews began to prepare the site and the equipment for the hook-up and tie-in processes beginning this afternoon.  We are currently opening the flowlines to refill the tank and bleed air out of the system. They will continue this process until all lines have been restored to standard pressures. Most residents should see normal water flow return within 24-36 hours.

Some homes and business may experience a large amount of air in their water line. The Village recommends purging the system by opening tub faucets and allowing the air to flow out until water flow is normal. Residents may also notice a discoloration of the water. This is due to low water pressure in the lines that allowed sediment to collect. It will clear out as the lines are purged.

Water quality tests will continue to over the next several days to ensure that the well is functioning properly and that the produced water meets environmental standards. The boil water advisory will remain in effect throughout the pressurization and sampling period. The Village will make an announcement when the advisory is lifted.

December 20, 2016 6:00 p.m.

 

The Village continues to work with New Mexico Environment Department (NMED) to ensure the water from our new well conforms to required standards. We have provided the necessary tests which indicate there are no contaminates in the new water well.

 

The application submitted to NMED has passed through the initial review in which NMED verified all the information they require to make an informed decision. The application is now being reviewed for compliance with applicable regulations. NMED has been cooperating with us in moving this forward as quickly as they can while ensuring our water is safe to drink.

 

The Village remains in an emergency status as declared on December 6th.

VILLAGE OF QUESTA WATER EMERGENCY

December 19, 2016 5:00 p.m.

Over the weekend, crews continued inspecting the water lines, testing the pressure regulators, and checking the hydrants to assure integrity of the system. During this process, residents and businesses experienced increased variability in water flow as some properties which had been without water saw flow return while some that had water saw a loss of flow. This will continue as crews continue their work on the lines.

Water quality tests have been conducted since late last week. The latest test result, received today, was the second consecutive “negative” (for contaminants) test – an NMED requirement for approval. These results were sent to NMED for validation that water produced from the new well meets environmental standard for consumption. The remaining regulatory requirement is approval of the well design. The Village is currently working with NMED/OSE on a resolution.

The boil water advisory and the conservation request to residences and businesses on the municipal water system remain in effect.

VILLAGE OF QUESTA WATER EMERGENCY

 

December 15, 2016 3:00 p.m.

Progress continues on efforts to bring the new well online. The initial water quality test results are expected back on Friday and the Village is working closely with the NM Environment Department on the processes for validating the work done to-date and the procedures required to restart the system. At this time, we are unable to give an estimate when the system will be brought back online.

Over the next few days, crews will be inspecting the pressure regulators to insure they are performing to specifications and checking the lines and hydrants for leaks. This will require a complete shutdown of the system on Friday, leaving all users of the system without water during the inspection, which is expected to last about an hour and a half.

The National Weather Service is predicting a front to arrive in the area on Friday bringing much colder temperatures and the possibility of snow to the region. If this occurs, we are advising residents to take precautions and prepare for colder weather.

A strategic plan to recharge and restart the system is being developed. The plan is to proceed in stages to bleed the lines of air and distribute the flow of water safely to homes and businesses. The Village will issue guidance and instructions for residents to prepare their homes for the restart.

The boil water advisory and the conservation request to residences and businesses on the municipal water system remain in effect.

The Administrative Offices remain the distribution location for bottled and non-potable water and open to residents from 8:00 a.m. to 7:00 p.m. daily, including the weekend. Efforts to bring the new well online are proceeding and water quality and potability tests are slated for Wednesday, following a disinfecting process which occurred overnight. The next steps are for the New Mexico Environment Department to inspect the well, review the water quality test and issue approval to bring the well online.

Village officials are developing a strategic plan to recharge and restart the system in stages to manage bleeding the lines of air and distributing the flow of water safely to homes and businesses, including guidance and instruction for residents to prepare their homes for the restart.

Per the Village of Questa Water Ordinance #2015-141 , section 12 ( G & F) , an account is considered past due if not paid in full within thirty (30) days. Services  shall be discontinued for all accounts which are more than sixty (60) days past due, unless satisfactory payment arrangements have been made with the Village Administrator. In order to be in compliance with our Ordinance, effective March 29,2016, we will begin shutting off all water taps that  are over sixty (60) days past due and will not reconnect until full payment is received.  A copy of the Ordinance is available at the Village Administrative Offices.
